It is confusing and only partly logical that there are "different" rules in the two major forms of golf: Stroke play and Match play.
The Stroke play rules should generally apply.
Ex:
One or two penalty-strokes instead of lost hole
Why allow shots outside the tee area?
Why different marking rules on the green?
etc..
But: Match play still needs its own rules regarding:
- order of play
- agreement on waiving the rules
- giving holes and match
- ?
