Today we have several different ways of taking relief with or without a penalty.
Why not reduce them all to:
Drop- or place (according to the situation described in the rules)
1) Two club lenghts - not nearer the hole
2) Back on the line
3) The spot from the previous stroke.
(on the green specifik rules - all with "place")
And this applies to both penalty and without penalty situations.
Why not let the player drop/place every where? as long it is not closer to the hole.. and the above applies?
Why not remove rules like "full relief" - and perhaps introduce that when a ball is dropped/placed it is playable what ever the circumstances.. It could be in a bunker in a water hazard on a road etc..

The rule (often) conflicts with parallel water hazards surrounding a green (and many other situations) Why not forget this rule and allow drop/place closer to the hole - everywhere on the course (except on the green) If we are talking of one or two clublenghts.. what is the matter??
